Bonneville's report was completed before September 1804; the coin is most likely from 1795 as indicated, pulled from circulation (~6.5yrs) and assayed circa 1803.
Bonneville's assay of fineness appears entirely incorrect, wholly inconsistent with other contemporary assays.
By these assumptions (Full Mint Weight = 0.871875 Ozt; Annual Loss 0.365252 English Grains Troy, etc.) the Average Circulated Dollar was underweight in ~8.5 yrs.
